Planning for net zero: Assessing the draft national energy and climate plans

25 March 2020
  • National Energy and Climate Plans (NECPs) represent an opportunity for EU Member States to chart their next steps on the road to a climate-secure future, and to reap the economic and social benefits which come with that.

Achieving net zero emissions economies requires deliberate focus and planning with a clear end goal. National Energy and Climate Plans (NECPs) offer EU Member States the opportunity to outline their steps toward a climate-secure future while gaining economic and social benefits. Well-crafted NECPs can attract investors, engage stakeholders, and identify areas needing further effort. However, the draft plans presented in early 2019 need significant improvement, with inadequate targets and insufficient details on policies, investments, and financing. Member States must also better involve national stakeholders to enhance the plans and ensure successful implementation. Good practices within the EU should inspire final improvements.
